     the history of operational safety and health protection in europe starts with the onset of the division of labor, the first step towards today's industrial enterprises. no longer was a single man in charge for the manufacture of a single product. rather, the production process became dissected in many small, easy to learn movements.at the same time the individual became replaceable more easily and thus almost inevitably the proximity of the employer to his employees disappeared. the former personal interaction of superiors and staff turned to a unilateral relationship of dependence where usually the employee was the weaker of the stakeholders.it is not the place and not the time to discuss this development or to complain about the causative circumstances. it is much more to be noted that in the history of work in the period of industrialization over a time span of more than 200 years a – let's say – emotional blunting of the management towards the employees and their work and life circumstances was recognizable.doubtlessly another fact also contributed to this development: for a job – so poorly paid, dangerous and stressful it was - always a worker could be found who wanted to have it. from this perspective for the employer there was no reason to worry about.one point however remained unchanged: the attitude that the only responsible for his physical integrity was the worker himself: injuries were regarded as to be the result of inadequate attention and care, and thus finally went extensively to the disadvantage of the employee.
